MIDI Panic

Clears stuck or hanging MIDI notes by emitting note-off and reset messages across active notes. Trigger it when a note-off was missed or an instrument is droning to silence everything cleanly. It is the safety fallback for recovering from stuck-note situations during performance or debugging.
